Right Activist Summoned for Questioning

On June 17, 2010 a local rights activist was summoned by Mondulkiri Court of First Instance for questioning related to the case of 3 juveniles, who asserted to have been physically assaulted while they were arrested and sent to police office for interrogation.

Kol Midy, the staff of local rights Adhoc, was summoned by Mondulkiri Court Prosecutor Im Sophan to question him about the case of physically assault and punishment. The warrant issued on June 9, 2010 to ask him to present at court on June 17; however, he said he had not witnessed when those 3 young people were beaten by some of provincial police at all.

The activist mentioned that in mid-April, police captured 3 youngsters for the accusation of stealing $1,500 (from someone) without a warrant. When sending them to police custody, those authorities violently punished them for answer. Later on April 19, Boeun Chav was released; and then the victim and his mother went to Adhoc office to ask for filing a complaint against those officers. In addition, Lot Ly’s father also visited the organization and sought intervention of the same issue. Lot Ly and Choch Chan have been detained, complying with the order by the prosecutor.

Regarding to the above matter, Kol Midy was called because he had mentioned Boeun Chan was 13; and actually the boy was 16 after he had verified with his identification card. The other point was related to his assistance in helping prepare the complaints for the victims’ families.

When asking whether the cases involved with the police’s act against those 3 young people, he said that the court has not processed yet. He added that the court should have worked on the case of those young people.

Provincial Prosecutor Im Sophan could not be reached for comment on the issue.
